No Cell Phones on Breaks

I have a friend who has worked for a golf course for over 20 years.

The golf course recently implemented a policy that prohibits employees from using their cell phones at work EXCEPT for lunch breaks. 

The policy indicates that because their 10-15 minute breaks are during work time (and they do not clock out), she cannot use her phone during her short breaks.

She is a rule-following great employee so she is fine with abiding by this rule but feels it is not fair to also be restricted cell phone usage during her short breaks.
