“I’ll look for a job in the newspaper,” said no one in years.

Yet help wanted ads still appear in newsprint, placed by tech companies sponsoring foreign workers with expired H1-B visas.

Under the Program Electric Review Management (PERM) certification process, tech firms must prove they’re reaching U.S. applicants for already-filled jobs.

Confused? Welcome to the club. Critics say PERM requires reformation. But with little being done, tech companies will continue using the paper route for applicants they won’t actually hire.
